They're Too Much 1965

I've only seen a short clip of this film, Daliah Lavi (brunette in black) and Elga Andersen were fighting, a man walked in on them and initially remonstrated with them before sitting down with a drink to watch them. When the protagonists realised they were being watched they stopped fighting and took their dresses off. Still attached.
